Recipient must be a high school graduate with scholar potential.

Mr. Clark was very prominent in the Chadron community for many years. He served as an Business owner, a member of the City Council from 1954-1962, and even Mayor of Chadron 1958-1960. He also served on the Hospital Board, the Fire Department, and as the Justice of the Peace. Mr. Clark is also credited for getting the Air Service to Chadron, organizing the Chadron Development Corporation, and bringing Platte Valley Federal Savings & Loan to Chadron. He is remembered as a truly outstanding Chadron Citizen.
